Utilization Rate

The Utilization Rate for a Custody is simply it's locked tokens divided by it's base tokens, as detailed in it's Assets struct. It's used in many places, such as for calculating borrowing fees, trade blockages, whether or not a Position change would violate the utilization limit, etc.
